Comrade Lenin is granted the right to sign on behalf of the Council of Defense those decisions of the commission under the Council of Defense which will be adopted unanimously.

If the commission adopts decisions concerning the competence of the Commissariat of Food and the All-Russian Council of Trade Unions, the commission must submit these decisions for the approval of the aforementioned agencies.

If within 12 hours the Food Commissariat and the All-Russian Council of Trade Unions do not submit their approval, the commission's decisions are considered unprotested and Comrade Lenin is granted the right to sign them on behalf of the Council of Defense.

ON THE PROGRESS OF RIFLE REPAIR WORK

1) Entrust the Small Council of Defense with the priority consideration of the question of strengthening the supply of rifles to the army.

2) Entrust the military authority to: a) intensify measures to protect the rifles being dispatched, and b) specially investigate the case reported by Comrade Lunacharsky regarding the seizure by Whites and deserters of a wagon with rifles and ammunition.

The report of the Revolutionary Military Council of the Republic on its execution shall be placed on the agenda of the Council of Defense in a week.

TELEGRAM TO THE REVOLUTIONARY MILITARY COUNCIL OF THE SOUTHERN FRONT

June 25, 1919

The detachment of textile workers from Ivanovo-Voznesensk, assembled for the evacuation of the Donetsk basin, is idle at Kastornaya Station. The leave period has expired. I propose directing those willing to join the food detachment, and those unwilling to the food detachment—to return to Ivanovo-Voznesensk. Consider those of conscription age as mobilized; transfer the physically weak of conscription age to the food detachment. I request that you discuss the question and issue precise instructions*.

TELEGRAM TO TSARITSYN ORGANIZATIONS 
ON OIL EXPORT

June 25, 1919

The Council of Workers' and Peasants' Defense prescribes that immediate and most energetic measures be taken to transport all oil product reserves from Tsaritsyn to Saratov in accordance with directives from Glavkoneft [Chief Oil Administration]. Report by telegraph on direct wire outside regular order to Vysovnarkhoz [Supreme Economic Council] and Glavkoneft on the measures adopted and on each shipment. No expenditure of oil products without permission from Glavkoneft is permissible. Those responsible for non-compliance will be brought to trial.
