DRAFT RESOLUTION OF THE COUNCIL OF DEFENSE*
June 21, 1919
In the recent battles with Kolchak's bands, our Fifth, Second, and Turkestan Armies have shown particular courage and energy. Having decisively defeated the enemy and developing an energetic, relentless pursuit, these armies occupied a number of particularly important strategic points and cities. In recognition of the outstanding bravery of the Red Army soldiers and the command staff of these armies and as a reward for their especially valuable services to the revolution,
The Council of Defense has resolved:
1. To express special gratitude to the Red Army soldiers and the command staff of the Fifth, Second, and Turkestan Armies.
2. Given that, in the unstoppable drive forward, units moved far from their supply organs and Red Army soldiers and commanders were forced to acquire provisions at their own expense,—to issue a monetary reward to all units of these armies that participated in the battles:
a) to the combat personnel—in the amount of one month's pay,
b) to the non-combat personnel—in the amount of half a month's pay.

TELEGRAM TO THE CHIEF OF SUPPLIES OF THE EASTERN FRONT
Samara
June 21, 1919
The separation of the southern group of the Eastern Front into an independent unit, given the existence of a single front, is deemed inadmissible, as it will lead to the impossibility of regulating the supply of the entire front, thereby worsening the situation on the northern part of the front and placing the southern group in a worse position in terms of other supplies, except for clothing and food. The supply of the entire Eastern Front must remain unified, with a single administrative and economic front center.
