The separation of the supply of the southern group of the Eastern Front into an independent unit, with a single front existing, is recognized as inadmissible, since it will lead to the deprivation of the possibility of regulating the supply of the entire front, which will worsen the situation of the northern part of the front and put the southern group in a worse position with regard to supply of other allowances, except for clothing and food supply. The supply of the entire Eastern Front must remain unified, with a single administrative-economic front center.
