DRAFT RESOLUTION OF THE COUNCIL OF DEFENCE
June 21, 1919
In the recent battles with the bands of Kolchakites, our Fifth, Second, and Turkestan Armies displayed particular courage and energy. Having decisively defeated the enemy and developing an energetic, relentless pursuit, these armies occupied a number of particularly important strategic points and cities. In consideration of the particularly outstanding courage of the Red Army soldiers and commanding personnel of these armies, and as a reward for their particularly valuable services to the revolution,
The Council of Defence resolves:
1. To express special
gratitude to the Red Army soldiers and commanding personnel of the Fifth, Second, and Turkestan Armies.
2. In view of the fact that, in their irresistible advance, units moved far from their supply organs and the Red Army soldiers and commanders were forced to acquire provisions at their own expense, to issue a monetary reward to all units of these armies that participated in the battles:
a) to the combat personnel—in the amount of one month's salary,
b) to the non-combat personnel—in the amount of half a month's salary.
