TELEGRAM TO THE COMMANDER OF THE CASPIAN 
MILITARY FLOTILLA

The Defense Council agrees to the transfer of the steamships "Philosopher Plato" and "Petronius" to the Caspian flotilla, proposes to use them for the defense of Tsaritsyn, in accordance with the request of the Revolutionary Military Council of the Southern Front, and only in the event that there are sufficient defense resources on the part of the river under Tsaritsyn — use them on the Caspian.

OF FOOD SUPPLIES OF CRIMEA

In connection with the grave food situation in Great Russia, the enormous shortage of provisions for feeding children, especially the sick, I propose that all fruit preserves available in Crimea, as well as cheese, be sent exclusively for the nutrition of sick children in the north of Great Russia to the address of the People's Commissariat of Food Supplies. Report urgently on further developments.

DRAFT RESOLUTION OF THE DEFENSE COUNCIL*
June 21, 1919

In the recent battles with the Kolchak bandit gangs, our Fifth, Second, and Turkestan armies displayed exceptional courage and energy. Having decisively defeated the enemy and pursuing him with vigorous and relentless pressure, these armies occupied a number of particularly important strategic points and cities. In recognition of the especially outstanding courage of the Red Army soldiers and command staff of these armies and in reward for their especially valuable services to the Revolution, the Defense Council has resolved:

1. To express special thanks to the Red Army soldiers and command staff of the Fifth, Second, and Turkestan armies.

2. In view of the fact that in their irresistible drive forward the units advanced far from their supply organs and the Red Army soldiers and commanders were forced to procure provisions at their own expense — to award all units of these armies that participated in the battles with monetary compensation:

a) combat personnel — in the amount of one month's pay,
b) non-combat personnel — in the amount of half a month's pay.
