TELEGRAM TO THE PETROGRAD SOVIET AND I. V. STALIN

I request that twenty-six reserve officers from the State Paper Procurement Expedition be immediately exempted from military service, and that, in accordance with the latter’s instructions, no obstacles be placed in their path to travel to Moscow. Furthermore, kindly bring to the attention of Comrade Ivanov and others that the Expedition, as well as the Odner Factory, are being evacuated pursuant to the directive of the Supreme Defense Council; accordingly, no one shall impede the evacuation of the designated workers, staff members, or the machinery and other equipment.
