There are indications, first, of a large reduction in the political workers of the Eastern Front armies, who are leaving for local Soviet work in areas liberated from the enemy; second, of fatigue in some divisions. The most serious attention must be paid to this. Absolutely prohibit political workers and anyone else from leaving the army until the Urals are taken and they are replaced by twice the number of Ural workers, and then at all costs achieve a complete mobilization of the front-line zone and replace the tired, if only for temporary rest, with fresh forces, for the offensive on the Urals must not be weakened; it must be unconditionally strengthened, accelerated, reinforced with replacements.
