… In order to … establish normal relations and ensure coordination in the work of Soviet institutions on behalf of the revolutionary Tsaritsyn organizations responsible for the city’s defense and overall situation, we earnestly request that the Tsekа include [within] the Revolutionary Military Council ten representatives from the Tsaritsyn Guberniya Committee…
I would propose to decline, citing the fact that PG 10 already includes a handful of Minin.

Minin has already been included. Do you agree to withdraw the nomination? If so, we will respond on behalf of the Organizational Bureau tomorrow.

S. K. Minin is a member of the Collegium of the People’s Commissariat for Internal Affairs. At the joint meeting of the Politburo and the Organizational Bureau of the Central Committee of the RCP(b) held on June 18, 1919, he was appointed a member of the Revolutionary Military Council of the 10th Army, which was defending Tsaritsyn.
