1The present note by Lenin is connected with his letter to the Central Committee of the RCP(b) of June 17, 1919 about the reaction of Leonid Trotsky to the decision of the Central Committee of the RCP(b) of June 15 on the question of the Stavka (see: Lenin V.I. Complete Collected Works, vol. 50, pp. 352-353). At a meeting of the Central Committee with the participation of Trotsky, the following decision was adopted: "1. It was decided to leave Vatsetis as chief commander. 2. To appoint M. D. Bonch-Bruevich as chief of the Field Staff. 3. S.I.Gusev to appoint a member of the Revolutionary Military Council of the Republic with a seat in Serpukhov, instructing him together with Bonch-Bruevich to reduce and change the composition of the Stavka" (RCCHIDNI, f. 17, op. 2, d. 21, l. 1).
