TO THE ORGBURO OF THE CENTRAL COMMITTEE AND THE REVOLUTIONARY MILITARY COUNCIL OF THE REPUBLIC  
June 16, 1919  

I urgently request that the proposals of Comrade Iv. Iv. Ulyanov be considered as soon as possible so that the matter may be resolved without delay.  

Ivan Ivanovich Ulyanov, former chairman of the Ural Revolutionary Committee, member of the All-Russian Central Executive Committee (since October 1917), insists on the necessity of forming a division from the Cossack proletarian masses in the Saratov and Pokrovsk region to operate in the enemy's rear, in the steppes beyond the Urals.  

He, Ulyanov, Khaustov (chairman of the bureau of the Yaik Revolutionary Committee in Pokrovsk), two brothers of Iv. Iv. Ulyanov, and several others whom he undertakes to recruit, would like to take upon themselves the formation of a special detachment.  

For this, the following are required:  
1) Special authority;  
2) Arms and supplies;  
3) Funds.
