In view of the complete impossibility of supplying the Western and Northern Fronts with food from the exhausted central reserves, the entire burden of this state-wide task naturally falls upon the delegation of the Central Commission for Supplying the Red Army, headed by Orlov and working in accordance with the order of the Revolutionary Military Council of the Republic for the entire Russian army as a whole. It is necessary to take the most urgent practical measures to remove all obstacles and to provide every possible real assistance to the work of the delegation, so that it can immediately dispatch food supplies to the armies of the west and north. I particularly insist on the most energetic assistance to the delegation from the People's Commissariat for Military Affairs. The question of reinforcing the delegation with new personnel and properly organizing its further activities has been urgently placed on the agenda. The results will be communicated. I request each addressee to reply in detail about what has been done.
