I request that you immediately release twenty-six reserve officers from the Expedition for the Procurement
of State Papers from military service and, as directed by the latter, do not impede
their departure for Moscow. Also, point out to Comrade
Ivanov and others that the Expedition as well as the Odner plant are being evacuated
by order of the Council of Defense, and therefore no one
should create any obstacles to the evacuation of designated
workers, employees, as well as machines and other equipment.
