I am sending a telegram to the Eastern Front**. Provide a copy to the Central Committee.

It is necessary to render aid to Petrograd from the Eastern Front.

I shall arrive tomorrow.

TELEGRAM TO THE COMMISSAR OF THE PEOPLE'S COMMISSARIAT OF MILITARY AFFAIRS

I have received your letter of June 5th. Take all measures to ensure that the figures you write about do not remain merely on paper. Endeavor to increase them. Impress upon all mobilization workers that it is impossible to stop halfway. It would be a disgrace not to carry out executions for failure to appear and evasion of mobilization. Report more frequently on results.

Furthermore, there is one more thing: in order to foment decomposition of the enemy in the most solemn form possible, declare to the Finns, Estonians, Latvians, and at the same time to the Poles and Lithuanians, that we are prepared to conclude peace with them and recognize their independence. Of course, the bourgeoisie will not believe it, etc. But this will increase decomposition among them...

I disagree with § 2. At present this will strengthen the enemy, increasing his faith in our weakness.

Direct special attention to the uprising in the Orenburg and Ural regions. Do not neglect it—mobilize all surrounding areas completely, discuss whether it is possible to strike the insurgents with aeroplanes. Liquidation is necessary immediately and completely. Why is Gusev not going? This cannot be delayed.

I again draw your attention to the fact that the regiments being sent to Petrograd must be absolutely reliable—both soldiers and commanding staff. Observe this yourself. You must take full responsibility for ensuring that these regiments do not defect.
