I confirm that reinforcements to the troops of the Southern Front must be supplied without waiting for either uniforms or weapons, since our Southern Front will take care of that. I have indicated many times the catastrophic urgency of this matter, but I have not received from you precise reports on the number of reinforcements actually delivered to the Southern Front by you.

The bearer—Yevgenia Bogdanovna Bosh, member of the Council of Defense of the Lithuanian-Belarusian Republic.

Rifles and other weapons are needed, also military instructors for organizing worker battalions in Minsk.

They say the matter is being held up due to bureaucratic delays and so forth.

I request that you clarify more precisely and quickly what can and must be supplied, and telephone Sklyansky and me.

You have still not delivered the 2,500 horses promised several weeks ago. 500 of them you dispatched in such a manner that to this day it remains unknown where they are. Fifteen hundred horses for Petrograd have not been received. Press the entire apparatus to deliver all four thousand horses within seven days and dispatch them by special routes. Provide tanks. They are urgently needed. Send them to Moscow. Where are the worker reinforcements for the Southern Front? They have not arrived to this day. Send the transport train immediately. Telegraph how many supply trains you will provide in the next 7 days and in the second week. Fewer promises, more action. Verify the fulfillment of orders in practice—that is the main task; report on what has actually been delivered to its destination*.

The Politburo of the Central Committee convened on June 1 and, in complete agreement with the Revolutionary Military Council of the Republic, decisively rejects the plan of the Ukrainians to unite the II, VIII, and XIII armies and to create a separate Donets unity**.

We demand that Voroshilov and the People's Commissariat of Military Affairs of Ukraine fulfill their direct task—to create a strong Ukrainian army. Report more precisely, more frequently, and strictly factually on what you have accomplished, and especially on how much military property Voroshilov took from Grigoriev and in other places.
