It is absolutely essential to stop all meetings immediately, and to transfer all work to a state of war, appointing specific individuals responsible for the execution of precisely defined tasks. Discipline everywhere must be military. The Commander of the 2nd Army and the Revolutionary Military Council of the 2nd Army should report on everything to their direct superior, that is, to Gittis, and abandon all project-making about special groups and similar attempts to covertly restore the Ukrainian front. There is enough uniform and weaponry both in Ukraine and with Gittis. If chaos,
