We require rifles and other weaponry, as well as military instructors to organize workers’ battalions in Minsk.
It is said that due to bureaucratic delays and other obstacles, progress is being hindered.
I respectfully request that you ascertain with greater precision—and as swiftly as possible—what can and must be provided, and that you telephone Sklyansky and myself.

TELEGRAM TO N. I. PODVOISKY
May 31, 1919
You have still not delivered the 2,500 horses that were promised several weeks ago. Of these, 500 were dispatched in such a way that, to this day, their whereabouts remain unknown. One and a half thousand horses destined for Petrograd have yet to arrive. Mobilize every available resource to deliver all four thousand horses within seven days and dispatch them via dedicated supply routes. Provide tanks—they are urgently needed.
Send them to Moscow. Where are the reinforcements for the Southern Front? They have not yet arrived. Dispatch a convoy without delay. Telegraph how many convoys you will allocate over the next seven days and again in the second week. Less empty promises, more concrete action. The primary task is to rigorously enforce orders in practice—report on what has actually been delivered to its intended destination.*
