§ 1. For K months (from 15 June to 15 October) mobilise all employees in Soviet institutions of male sex from ... to ... years [better to take a larger number, since part will be exempted], replacing them with women or temporarily curtailing a certain part of the work.

Note to § 1. Only the sick and absolutely irreplaceable are exempted, not more than 10%, by permission of a special commission.

§ 2. Those mobilised shall be placed at the disposal of the military department. Reporting date ...

§ 3. Those mobilised are jointly and severally responsible for one another, and their families are considered hostages in the event of going over to the enemy, desertion, non-fulfilment of assigned tasks, etc.

§ 4. Those mobilised shall form groups of a small number of persons, as far as possible of different specialities, so that each group may undertake, in the rear and at the front, various tasks relating to formation, transport, maintenance of troops, and the like.

§ 5. Each person mobilised is obliged to compile for himself a small library of the most necessary propaganda and agitation pamphlets and leaflets, which he receives from the book depots of the Central Executive Committee, etc., and for acquainting soldiers and the population with these he is responsible, being obliged to submit a weekly report on how he fulfils this duty.

§ 6. Each person mobilised, immediately upon mobilisation, not later than ... days, is obliged to give detailed information about his education, previous service or previous occupations, about places of his former residence, about his knowledge of foreign languages, etc., according to a specially drawn-up programme.
