In your telegram no. 1815, you once again complain about a shortage of funds. Krestinsky assures us that a great deal has already been dispatched. They have reached complete agreement with Litvinenko. It is imperative that we put an end to these misunderstandings once and for all. Please ascertain immediately how much has been received and how much is still en route.

Respond promptly and precisely, under the joint signature of yourself and Litvinenko, by cipher, specifying exactly how much you require. We are not stingy—what is required is that you guarantee orderly distribution.
