The Council of Defense proposes immediately commencing energetic loading of coal from Mariupol to Petrograd, to the port commander. In case of resistance from Makhno, immediately obtain
coal through commodity exchange with him, sending fabrics and other items
to Mariupol via the shortest route.

CARTRIDGE FACTORY
(RESOLUTION OF THE COUNCIL OF DEFENSE, MAY 26, 1919)
a) To instruct the Main Artillery Directorate to submit within a two-week period
precise information on how many and which specific workers are needed
by the Simbirsk factory.
b) To obligate the People's Commissariat of Labor to provide the necessary
number of workers.
c) To indicate to the Central Administration of Artillery
Factories that failure to submit information will entail the most
severe responsibility.

TELEGRAM TO THE DEPUTY PEOPLE'S COMMISSAR FOR MILITARY AFFAIRS OF UKRAINE
Kharkov
May 28, 1919
The Council of Defense decided on May 26 of this month to immediately move
all workers, to a man, from Kharkov to the defense of Lugansk.
You are to carry out the execution of this resolution in the shortest possible
time, not stopping before the most extreme, decisive measures, applying the supreme measure of punishment in relation
to the disobedient, laggard, and negligent. Your telegram
about sending 3,853 strikes me as an insignificant number. At such a pace, victory is impossible. Intensify the work. Answer
immediately. If you leave, indicate a deputy.

Concentrate all forces on the Donbass, remove everything possible from the Western
Front, reducing all active operations on your Western Front to a minimum, send authorized representatives
to Kharkov and Ekaterinoslav for the most complete, energetic
mobilization of workers for the Southern Front under their personal responsibility.
