ON RED ARMY SUPPLIES
(RESOLUTION OF THE COUNCIL OF DEFENSE, MAY 24, 1919)
In order to accommodate Red Army units operating in grain‑rich regions—so as to enable them, without being diverted from their direct military duties, to send supplies to their families in famine‑stricken areas—a certain quantity of flour or grain was to be allocated, alongside the foodstuffs already authorized for other civilians—The Council of Workers’ and Peasants’ Defense, in furtherance of paragraph 4 of the decree issued on April 24 of this year, resolved:
1. To assign to the Central Committee for Food Supplies the task of establishing, for the aforementioned purpose, a special grain fund on the Eastern and Southern Fronts by setting aside no more than 50% of the frontline grain procurements made by the Central Committee for Food Supplies pursuant to the decree of March 7 of this year.
2. To instruct the Central Committee for Food Supplies, in consultation with the relevant authorities and central institutions, to promptly begin developing and implementing a plan of concrete measures:
a) to organize the sale, through the Red Army shops provided for in the decree of November 16, 1918, of the aforementioned grain products from this fund to Red Army soldiers serving on the Eastern and Southern Fronts; and b) to provide…
