POSTSCRIPT TO A TELEGRAM FROM S. P. SEREDA
TO THE CIVIL ADMINISTRATION OF THE REVOLUTIONARY MILITARY COUNCIL

I insist on the maximum energy of all land and resettlement workers for the immediate arrangement of the
arriving settlers. The responsibility is strictest.

By order of the Chairman of the Council of People's Commissars Lenin, I ask you to seriously prepare in the most urgent manner for the reception on the Don of twenty thousand settlers arriving in the near future. I ask you to personally visit the future places of settlement if possible, and designate places
for arrangement. Enter into an agreement, widely involve the Petersburg Eight in the task of clarifying free lands for resettlement, as well as
other workers who arrived on train number one. Send a list
of the stanitsas where you intend to resettle, indicating the number of resettled
souls. Report specifically on your other plans for arranging
the resettled, providing the report with figures.
First of all, direct the resettlement to the northern part of the region. All means, all energy at the present
time must be directed exclusively to the organization of
resettlement and the economic arrangement of the region. Eliminate unnecessary deadening bureaucracy, the organization
of management of departments should now take a back seat.
