DRAFT DECREE

Decisions adopted
by the Commission
of the Council of People's Commissars
at its session
of 23 May
1919:

1. Salaries above 3,000 rubles shall be fixed by the collegium of each Commissariat and, with notification to the People's Commissars of Labour and State Control, shall be submitted for approval to the Council of People's Commissars.

2. Each People's Commissariat is obliged within one week to submit a list of all employees receiving over 3,000 rubles per month.

3. Each People's Commissariat is obliged within one week to submit a list of the most prominent specialists and outstanding organisers who must be paid over 3,000 rubles. The collegium of each Commissariat must state regarding each person: 1) its guarantee that he is a most prominent specialist in such-and-such a field; 2) what precisely outstanding organisational work he is performing or can perform.

4. On 15 June only those whose salary has been approved by the Council of People's Commissars shall receive the norm of 3,000 rubles or more.

5. The time limit for approval of salaries by the Council of People's Commissars shall be not more than one week from the date of submission of the salary for approval.

6. Rapporteurs: Lenin and Krasin.

7. Avanesov undertakes to submit to the Council of People's Commissars tomorrow, 24 May, theses or principles regarding payment above 3,000 rubles, but not to the most prominent specialists.
