TELEGRAM TO THE DIRECTOR OF THE II POLITICAL DEPARTMENT
OF THE LUGANSK CARTRIDGE FACTORY
May 22, 1919

The Council of Workers’ and Peasants’ Defense of the RSFSR hereby instructs that the appointed director–manager and commissar of the Lugansk Cartridge Factory bear the strictest responsibility—directly to the Council of Workers’ and Peasants’ Defense—for the prompt and urgent restoration of the factory’s operations and production of cartridges.

The director–manager and the factory commissar are charged with the duty to submit a brief telegraphic report to Moscow—specifically to the Council of Defense—twice a week, by 12 noon on Thursdays and Sundays: a report on the factory’s performance over the past few days, on the number of workers employed at the factory, on the quantity of cartridges produced, on the availability of raw materials, semi-finished goods, and fuel, and on all factors impeding the further enhancement of the factory’s productive capacity. Please acknowledge receipt of this telegram.
