The CC of the RCP proposes to the CC of the CPU not to place before the discussion of the Ukrainian Council of People's Commissars important financial decisions, such as the issue of new currency notes or the exchange of karbovantsi without preliminary consultation with the CC of the RCP, inasmuch as such measures can be adopted only on an all-Russian scale.

Reply in detail whether you consider it possible to carry out this directive*.

TELEGRAM TO THE DIRECTOR AND POLITICAL COMMISSAR
OF THE LUGANSK AMMUNITION PLANT
May 22, 1919

The Council of Labor and Defense of the RSFSR hereby instructs that upon the director-manager and commissar appointed to the Lugansk ammunition plant there is placed the strictest responsibility directly before the Council of Labor and Defense for the immediate and urgent restoration of the operation and work of the plant for the manufacture of ammunition. Upon the director-manager and commissar of the plant there is placed the obligation to submit twice a week at 12 o'clock noon on Thursdays and Sundays to Moscow—the Council of Defense a brief telegraphic report: on the work of the plant for the elapsed days, on the number of workers at the plant, on the quantity of manufactured ammunition, on the availability of raw materials, semi-finished goods and fuel, and on everything hindering the further increase in the productivity of the plant. Acknowledge receipt of this telegram.

A secret extraordinary telegram from Orenburg, sent on May 18, arrived on May 19, was delivered only on May 22.

I demand an immediate investigation and the bringing to responsibility of those responsible.

TO THE CHAIRMAN OF THE REVOLUTIONARY MILITARY COUNCIL OF THE REPUBLIC

From the reports of the Revolutionary Military Council of the XI Army* it follows with absolute certainty the imperative necessity of putting an end to the rebellion immediately, for otherwise we are not in a position even to defend Astrakhan. Therefore I once again insist that you absolutely must make a second trip to Boguchar and bring the matter to completion, for clearly work is not proceeding well with Sokolnikov**.

** Lenin's directive for the speediest suppression of the White Guard rebellion on the Don was thwarted by the criminal machinations of Trotsky and his agents, in particular—Sokolnikov, who, while being a member of the Revolutionary Military Council of the Southern Front, sabotaged the execution of Lenin's instructions.
