Send the completely reliable ones to the Don, the unreliable ones to concentration camps, the uncertain ones to Orel and similar non-frontline, but not starving provinces.

The evacuated employees and workers and their families should be given lifting and fare allowances according to the new tariff regulations approved by the People's Commissariat of Labor on 2/V, which are available at the Petrograd labor commissariat.

Issue them at the expense of the departments and enterprises where they work.

For those who are not working but who need an exit allowance, issue them according to the same tariff regulations in relation to their average earnings.

For Kronstadt, temporarily at the expense of the military fund, then we will charge it to the credit of the relevant department.

Talk to Comrade Ganetsky about money, and when you have made a decision, inform him where, how much and by means of what machine you are sending it.

Fond 2, op. 1, d. 9852 - copy, 1Evacuation of the population of Kronstadt was carried out in connection with the offensive of the troops of General N.N.Yudenich, which began on May 13, 1919. By May 21, they captured Gdov (May 15) and Yamburg (May 17).

The telephonogram of V.I.Lenin is a response to the telegram of G.E.Zinoviev: "In connection with the martial law it was decided to send from Kronstadt not capable population. It is planned to send 20-25 thousand. We ask you to indicate urgently where these people can be sent, whether to issue lifting allowances, in what amount and at whose expense. Zinoviev." After sending a reply V.I.Lenin marked on the telegram: "to the archive" (RHIDNI, f. 2, op. 1, d. 24070). The telegram was received in Moscow on May 20 at 23 hours. 8 min., the reply was sent on May 21 at 1 a.m.

By the decision of the Soviet of Workers' and Peasants' Defense of August 1, 1919 the evacuation from Kronstadt was suspended (see: Decrees of Soviet power. Vol. VI. Moscow, 1973, pp. 372-373).
