1 The SNK decree on free children's food was published in "Izvestiya of the All-Russian Central Executive Committee" No. 107, dated May 20, 1919. Lenin's request was sent by the SNK secretariat to Svidersky, who replied as follows: "The People's Commissariat for Food is feeding, i.e., the People's Commissariat for Food releases products free of charge, but not all necessary ones, but those that are issued to them on cards in one locality or another. Children's food is going through our estimate. As far as I remember, free children's food has been introduced in Tula. There is no need to introduce it in the province."
Upon receiving Svidersky's response, Lenin crossed out the text of his note, marking the document: "to the archive."

ON THE PROCUREMENT OF POTATOES
DRAFT RESOLUTION OF THE SNK 1.
[November 18, 1919]
Adopt as a basis the draft of the People's Commissariat for Food and § 4 of the draft of the Supreme Council of National Economy 2.
Create a Commission for the detailed development of the entire draft so as to establish with the fullest accuracy both individual regions

the food army in certain points, attracting workers, [on] the amount of necessary and possible supply of spirit and starch, and so on.
The commission accurately formulates the responsibility of the People's Commissariat for Food
for the implementation of all emergency measures and their revolutionary
implementation, for taking into account this responsibility in further
policy of the SNK-m L.

The issue of measures to improve the procurement of potatoes was heard at a meeting of the SNK on November 15, 1919. The SNK decided to elect a commission consisting of: A. L. Sheinman, V. P. Milyutin, L. B. Kamenev, S. D. Markov, A. I. Rykov, and S. S. Bakinsky. Due to the critical situation with potatoes, the commission was instructed to discuss within 3 days "emergency measures to improve the procurement and delivery of potatoes to Moscow, both food and industrial. The above-printed draft resolution of the SNK was proposed by Lenin and adopted by the SNK during the discussion on November 18, 1919, of the report of the representative of the People's Commissariat for Food on the procurement of potatoes (minutes of the SNK JN3 327 of November 18, 1919).
- Simultaneously with the draft of the People's Commissariat for Food, the Council of People's Commissars discussed the draft of the Supreme Council of National Economy on the same issue. The proposal of the Supreme Council of National Economy in paragraph 4 of the draft is formulated as follows: "Authorize starch-molasses factories to conclude agreements with peasants for the supply of potatoes, with the condition that for each processed pood it is possible to issue 1 lb of starch-molasses products." Under the text of paragraph 4 of the draft of the Supreme Council of National Economy in the penciled right corner of the document — a note by Lenin: "Milyutin, Kamenev, Rykov, Badaev." This note, apparently, represents Lenin's initial draft on the composition of the Commission.
