RESOLUTION ON THE LETTER OF P. M. KERZHENTSEV*
May 19, 1919

To the Revolutionary Military Council of the Republic for review and direction of the matter 
(I am against postponements and concessions).

* The resolution was written on a letter from P. M. Kerzhentsev, responsible director of the 
Russian Telegraph Agency (ROSTA), requesting that demobilization be postponed for 14 ROSTA 
employees.

FROM THE RESOLUTIONS OF THE COUNCIL OF DEFENCE
MAY 19, 1919
ON THE REPORT OF F. É. DZERZHINSKY CONCERNING THE EXTRACTION 
OF ARMS FROM THE COUNTRY

Commission Comrade Dzerzhinsky and the representative of the Revolutionary Military 
Council of the Republic to take the most energetic measures to extract from the country 
such arms as have heretofore not been utilized for military purposes, and to transfer them 
to the military department. Pay particular attention to the Don region. Simultaneously 
verify the actual availability of arms at the military department.

Commission Comrade Dzerzhinsky and the representative of the Revolutionary Military 
Council of the Republic to submit weekly reports to the Council of Defence on this matter. 
The first report is to be submitted two weeks hence.

CONCERNING THE TULA CARTRIDGE PLANT

Commission the Tula Provincial Executive Committee to take emergency measures to provide 
accommodation for the 3,000 workers who are to arrive in Tula. Communicate this commission 
to Tula by telegraph and demand a detailed telegraphic report on its execution for the session 
of the Council of Defence on Monday, May 26 of this year.

Commission the Prodrasmет* to take the most energetic measures for the immediate supply 
of the Tula cartridge plant with a sufficient quantity of tool steel. The quantity will be 
indicated by the commission of the Council of Defence.

The report of Prodrasmet on the execution of this commission must be sent to the Council 
of Defence no later than the morning of May 26.

On matters concerning the raising of production capacity of the Tula cartridge plant, 
establish a commission consisting of representatives of the Emergency Supply Committee, 
the Trade Union Council, and the Central Office of Production.*
