The Commissar of National Defense has long been on the ground and has telegraphed me repeatedly from Morozovskaya. I am astonished by the inaction and lack of information on the part of the South Front. I simply cannot understand why you are not conscripting more workers and resettlers to the Don region. Please report twice a week on the extent to which the recruitment of resettlers is progressing and on the efforts to suppress the uprising.
