I share this reply of Rykov's; you made a mistake in attributing Rykov's inquiry to Krasin. If you do not appeal in time, the accusations will inevitably be directed at you first.

This document is a supplement to the telegram from Chairman of the Supreme Council of the National Economy A. I. Rykov to Chairman of the Petrograd Committee of Defence G. E. Zinoviev, proposing an urgent appeal to the Council of Defence against the orders of the command of the Western Front for the evacuation of Petrograd and its environs, contrary to the decree of the Council of Defence of 13 May 1919 cancelling the evacuation of Petrograd, Gatchina, Detskoye Selo and Kazan (see "Decrees of Soviet Power", vol. V, 1971, p. 487).

Having succumbed to panic, G. E. Zinoviev took no decisive measures to implement the decree of the Council of Defence prohibiting the evacuation of Petrograd and in practice connived at the disorganisation of the city's defence (see V. I. Lenin, Complete Collected Works, vol. 50, p. 384).
