1 Written on a telephone message from N. P. Bryukhanov reporting that the commandant of the Melekess staging point, on his own initiative and bypassing the food supply agencies, was procuring grain and violating the fixed prices for grain. Bryukhanov requested that an investigation be ordered. Carrying out V. I. Lenin’s instruction, E. M. Sklyansky prepared a telegram to the commandant of the Melekess staging point proposing that he immediately cease the illegal grain procurement, which was disorganizing the food supply policy of the Soviet government. The head of the Supply Department of the Eastern Front was instructed to order a strict investigation.
