ON CARTRIDGES
(RESOLUTION OF THE COUNCIL OF DEFENSE, ADOPTED BASED ON THE REPORT
OF V. I. LENIN, MAY 13, 1919)
a) To appoint a special commission to investigate the state
of affairs at the Tula cartridge factory, in order to increase productivity, without undertaking
any practical steps without agreement with Comrade K. Orlov
or his deputy. The commission should consist of two representa-
tives from the military department, one representative from the All-Russian
Central Council of Trade Unions, and one from the Extraordinary Commissariat for Supply*.
The commission must submit a report to the Council of Defense in a week.
b) To issue an order to the Revolutionary Military Council of the Eastern Front
to fulfill with maximum energy and speed all the requirements

1919 to increase the productivity of the Simbirsk factory, which
will be presented by Comrade Orlov or the factory management. From
Comrade Orlov should be required, a week after his arrival in Sim-
birsk, a precise list of all requirements to the Revolutionary Military Council.
c) To instruct the department of accounting and distribution of labor
of the People's Commissariat of Labor to take the most energetic measures to deliver
unskilled workers in general and skilled workers from the Izhevsk
factory in particular to the Simbirsk factory.
The report must be submitted to the Council of Defense within
a week.
d) To instruct the Central Council of Trade Unions to oblige its
representatives departing for Ukraine to take all measures to
accelerate and strengthen the delivery of skilled Lugansk
workers to Simbirsk, acting through the Chrezkomysnab of Ukraine.
Schedule a report in a week.
e) To instruct the Main Artillery Directorate to
take urgent measures to ensure that Petrograd can provide
the maximum amount of semi-finished products necessary for
the Tula cartridge factories.
Report in a week.
f) To instruct Comrade Krasin to take measures to send respon-
sible workers from the Tula factory to Podolsk in order to speed
up the opening of the Podolsk factory.
Comrade Krasin must submit a report to the Council of Defense
in a week. Glavnachsnab must submit a report to the Council of Defense on this same issue in a week.
g) To instruct
the representative of the Revolutionary Military Council
of the Republic to establish supervision over the emergency implementation of measures to
improve the food supply for the workers of the Podolsk factories.
Schedule a report at the Council of Defense in a week.
h) To instruct Chrezkomysnab,
VSNKh and the military depart ment to take urgent measures to collect spent cartridges.
A report on this issue must be submitted in a week.
i) To instruct the representative of the Revolutionary Military Council of the Republic
through the military department, and, if necessary, by involving specialists from Chrezkomysnab and VSNKh, to clarify the
question of the possibility of artisanal production of cartridges.
Submit a report in a week.

MAY 13, 1919
ON THE PROTECTION OF THE TULA CARTRIDGE FACTORY
To instruct Comrades Dzerzhinsky and the representative
of the Revolutionary Military
Council of the Republic to organize an inspection of the Tula cartridge
factory with regard to security, with the indispensable participation
in the inspection of the factory commissar Comrade Orlov or his deputy.
To instruct the representative of the Revolutionary Military Council of the Republic to submit a report in a week.
ON PASSAGE OF THOSE BEING EXPELLED FROM FINLAND AND MURMANSK
To instruct the VChK to take measures to establish particularly strict
control upon entry into Russia of refugees from Finland
and the Murmansk region, so that those suspected of sympathizing
with the White Guards are not allowed in under any circumstances, and the rest
are allowed through with extreme caution and sent to work
in agreement with the VSNKh and the People's Commissariat of Agriculture. To instruct the secretary
to urgently convey this resolution to Comrade Dzerzhinsky.
ON SENDING REFUGEES TO GALICIA AND POLAND
AND OTHER PLACES
To instruct the VChK to organize a commission to investigate
the issue of the passage of refugees across the Western Front, with the adoption
of special measures to detain men of conscription age and suspicious individuals. To instruct the commission to ascertain the political
sentiment of the refugees.
Submit a report to the
Council of Defense in a week to Comrade Dzerzhinsky.
