FROM THE RESOLUTIONS OF THE DEFENSE COUNCIL
13 MAY 1919
ON THE PROTECTION OF THE TULA CARTRIDGE FACTORY
Comrades Dzerzhinsky and the representative of the Revolutionary Military Council of the Republic are hereby instructed to conduct an inspection of the Tula Cartridge Factory with regard to security measures, ensuring that the factory’s commissar, Comrade Orlov, or his deputy, is invariably present during the inspection.
The report is to be submitted within one week to the representative of the Revolutionary Military Council of the Republic.
ON THE ADMITTANCE OF PERSONS BEING DEPORTED FROM FINLAND AND MURMANSK
The All‑Union Extraordinary Commission is instructed to take measures to establish particularly stringent controls at the points of entry into Russia for refugees from Finland and the Murmansk region—so that individuals suspected of sympathizing with the White Guards are to be denied admission under any circumstances, while the remaining refugees are to be admitted with utmost caution and directed to work assignments in accordance with agreements reached with the Supreme Council of National Economy and the People’s Commissariat for Land Affairs. The Secretary is instructed to promptly transmit this resolution to Comrade Dzerzhinsky.
ON THE DEPORTATION OF REFUGEES TO GALICIA, POLAND, AND OTHER DESTINATIONS
The All‑Union Extraordinary Commission is instructed to establish a commission tasked with investigating the issue of refugee passage through the Western Front, adopting special measures to detain men of conscription age as well as suspicious individuals. The commission is further instructed to ascertain the political sentiments of the refugees.
A report is to be submitted within one week to Comrade Dzerzhinsky at the Defense Council.
