TO THE COUNCIL OF PEOPLE'S COMMISSARS OF UKRAINE

The Party Central Committee, having discussed the critical situation in the Donbass and on the Manich, approaching catastrophic proportions, urgently proposes that the Kiev Defense Council strain all its forces to accelerate and strengthen military assistance to the Donbass, to appoint a number of the best comrades for unwavering daily supervision of the fulfillment of this, and especially the immediate and total mobilization of workers in Odessa, Ekaterinoslav, Nikolaev, Kharkov, and Sevastopol to reinforce the Southern Front, and finally to establish personal responsibility on the part of Podvoisky and Antonov for the Makhno group. Understand that without the swift capture of Rostov the destruction of the revolution is inevitable.

ON THE TRANSPORT OF CHILDREN TO SUMMER COLONIES
May 12, 1919

At present the transport of children from the northern provinces to the south has begun, for placement during the summer in children's colonies. The entire organization of dispatching children to their destinations is entrusted to Centroplenbezhа*. Transport is carried out where possible by sanitary trains under the direction of Glavsanupr. Since the number of sanitary trains will be provided in limited quantity, it is necessary to take measures for the most rational utilization of sanitary trains. Therefore I urgently request that measures be taken to ensure that sanitary trains, upon unloading, immediately return to their base of assignment for the completion of the next runs without idle delays. Changes to the route of sanitary trains may occur exclusively by permission of Glavevakbyuro.

TELEGRAM TO THE ADMINISTRATION OF THE SIMBIRSK CARTRIDGE FACTORY
May 12, 1919

Comrade Kirill Orlov—Extraordinary Commissar of the Tula factories—is being assigned by the Council of Defense to the Simbirsk Cartridge Factory for a comprehensive inspection of its work and for taking measures to urgently raise cartridge production. The factory administration, as well as all Soviet institutions, trade unions, military and railway authorities, are hereby instructed to render every possible assistance to Comrade Orlov.
