¹ Written on the statement of the chairman of the Kazan community of Evangelical Christians addressed to the manager of the Council of People's Commissars, V. D. Bonch-Bruevich, complaining about local Soviet organizations hindering the community's meetings and requesting permission for believers to assemble. The statement mentioned the Council of People's Commissars' decree on freedom of conscience.

On the statement there is a resolution by D. I. Kursky: "Forward a copy of the statement immediately to the head of the judicial department and propose to conduct a strict investigation and prosecute the guilty for violation of Article 3 of the 'Decree on the Separation of the Church from the State'."
