Convey to all comrade workers and employees whose selfless efforts have, in a short time, raised, repaired, and put into operation the railroad ferry on the Uvek that had been flooded by the enemies of workers and peasants, my heartfelt gratitude for their labor, which brings closer the final victory of Soviet Power.

## ON ENSURING MACHINE-BUILDING PLANTS WITH LABOR FORCE
### (RESOLUTION OF THE COUNCIL OF DEFENSE, MAY 5, 1919)

In supplement to the resolution of April 28 of this year concerning the formation of a special commission composed of representatives of the Supreme Council of the National Economy, the All-Russian Council of Trade Unions, and the State Control, in furtherance of measures to replace mobilized workers and employees at state-unified machine-building plants, the Council of Workers' and Peasants' Defense resolves:

1. The Petrograd Labor Commissariat is instructed to register freed skilled workers and employees from plants being closed in Petrograd and to take the most active part in the work of the special commission for the transfer of these workers to the plants of the Gomza group*.

2. All local organs of authority at the points of destination of workers and employees being evacuated from the plants of the Eastern Front are obliged to inform the said commission (Moscow, Gomza, Myasnitskaya, 24) of all data concerning their numbers.

3. The People's Commissariat of Railways is entrusted with ensuring the expedited transportation of workers from Petrograd and other places to the plants of the Gomza group, providing for this purpose, upon the commission's request, both trains for movement in echelons and separate cars; the right of passage extends also to the families of workers and employees.

*Note. Settlement for passage shall be made by Gomza through transfers.*

4. Local Executive Committees are obliged to take all measures to ensure housing and food for workers and employees, as well as their families, at the plants of the Gomza group. Where necessary, the following measures shall be undertaken: condensing of apartments, requisition of houses, and liberation of barracks and premises of other departments and institutions suitable for the placement of workers, by agreement with these latter.

5. The People's Commissariat of Food Supply is entrusted with ensuring the regions of arrival of workers and employees with the necessary quantity of foodstuffs according to Gomza's data on the number of workers and their families being directed to the plants.
