I consider the immediate departure of Irtur 2 from Samara unconditionally necessary. In view of the enormous technical value of this organization and the possibility of its use in other urgent state work, I ask you to take urgent measures for the immediate transfer of Irtur's property, employees with families and personal property to Penza, where further instructions will be given. Assist the employees of Irtur with funds, which will be reimbursed by Irtur, by providing wagons and other means of transportation. You will be responsible for failure to take effective relocation measures. If evacuation by rail is impossible, take immediate urgent measures to evacuate Irtur's property by water to Saratov.

after the end of the Civil War – commander of the troops of Ukraine and Crimea, authorized by the Revolutionary Military Council of the Ukrainian SSR. In 1925 – chairman of the Revolutionary Military Council of the Republic and People’s Commissar for Naval Affairs.
From 1921 – member of the Central Committee of the RCP(b), from 1924 – candidate member of the Politburo of the Central Committee of the RCP(b).
2 Irtur – directorate of irrigation works in Turkestan;
in October 1918, a group of specialists was sent by the Council of People’s Commissars
to Turkestan in order to prepare a cotton base for the textile industry.

What's the matter?1

Are the district land committees right in not allowing the redistribution of land and hayfields that were unfairly divided in 1918.
Now the families of Red Army soldiers do not receive on an equal basis with their fellow villagers.

1 The note was written on a copy of a telegram from Kursk to the People's Commissariat of Agriculture,
copy to Lenin, dated April 30, 1919, from the chairman of the I provincial congress on land management, which was taking place at that time. The telegram, based
on the speeches of delegates from the localities, reported that the population
unilaterally and incorrectly interprets the provisions on socialist land management on the issue of land distribution for individual use and a special explanation on this issue, published
in No. 77 of "Izvestia of the All-Russian Central Executive Committee" on April 10, 1919, signed by the Chairman of the Council of People's Commissars V. I. Lenin and the People's Commissar of Agriculture S. P. Sereda, that such an interpretation paralyzes the possibility of properly implementing the plan for land management of Soviet farms and organizing collective associations; the congress asked to give an additional explanation by telegraph as soon as possible.
