Request that you contact the commissar of the Odessa district Lyubarsky, Odessa, Nikolaevsky Boulevard, 21, regarding the immediate provision of these materials to the railways and the Council of the National Economy.

TELEGRAM TO ALL PROVINCIAL MILITARY SUPPLY BOARDS 
LOCATED IN THE VOLGA AND URAL MILITARY DISTRICTS
(Excluding Astrakhan)

April 16, 1919

Until further orders, the military supply boards are obliged to fulfill the requirements and orders for supplying the armies of the Eastern Front and units being formed on the territory of the Volga and Ural military districts—requirements and orders directly presented to the military supply boards by the Revolutionary Military Council of the Eastern Front, or by those institutions which it shall designate.

You must immediately report all received orders to the Central Department of Military Procurement.
