Your telegrams make an impression on me of deception on the part of the English. Therefore, while in no way prejudging the directives of your military command, I ask on my own part to strengthen surveillance and vigilance in every way, as well as to see to the strengthening of our offensive*.

* The Military Commissar of District VI reported in a telegram of April 5: "Our intelligence unit picked up a note near the village of Maksimóvskaya, 60 versts north of Shenkúrsk: 'Comrades, we ask you not to advance and not to shoot, for we are mobilized and are under a yoke, as in olden times... We cannot desert; everything is taken from anyone who does, and because of him his family must suffer.' I ask that this note be publicized widely and that a protest be expressed. When Shenkúrsk was taken, I released about 200 mobilized prisoners taken captive; there were no reprisals."

On this telegram is a question from V. I. Lenin to the People's Commissariat of Foreign Affairs: "What was done? what was given to ROSTA?" (Archive of IMEL, No. 24385).

ON FOOD SHIPMENTS EXPORTED FROM LATVIA
(DECREE OF THE COUNCIL OF DEFENSE, ADOPTED ON THE REPORT OF I. V. STALIN, APRIL 14, 1919)

All food shipments exported from Latvia shall be subject to no delays whatsoever.

Those belonging to the Food Commissariat of Latvia shall immediately be directed according to the instructions of the Food Commissariat of Latvia. Military food shipments are administered by the Supply Council of the Latvian Army.

The Government of Latvia undertakes to promptly release railway cars and return them to the disposal of the People's Commissariat of Ways and Communications*

ON THE EXTENSION OF THE WORKING DAY IN THE MILITARY PROCUREMENT DEPARTMENT

To bring to the attention of the People's Commissar of Labor and the representative of the trade unions the inappropriateness of their protest concerning the extension of the working day in the Military Procurement Departments during the acute period of wartime.
