Regarding this correspondence, Ya. S. Ganetsky recalled the following:
“During a meeting of the SNK, Vladimir Ilyich received a telegram from the Front reporting that financial reinforcements were urgently needed there. At that time, I served as the Chief Commissar of the People’s Bank, and I was not present at the meeting. Ilyich issued a stern directive to Comrade Krestinsky—then the People’s Commissar of Finance. Comrade Krestinsky wrote to B.L. Ilyich: ‘I have just called Ganetsky and instructed him to send, without delay, a supplementary allocation beyond the regular quota.’ However, Vladimir Ilyich remained unconvinced and wrote to Krestinsky: ‘But do not forget—please!’” (Ya. TELEGRAM TO S. K. MININ.

Thank you for the news, Mr. Minin. I request that you implement a series of systematic measures aimed at firmly improving the situation in Tula.
Lenin.
In his note transmitted via direct line, S. K. Minin informed Lenin about the successful suppression of the strike at the Tula military factories and the railway workshops. Above the text of Minin’s note, Lenin had written the marginal note: “To the Central Committee Bureau.”
