Moscow. To the Chairman of the Council of People's Commissars Lenin, 5 copies: Moscow — to the People's Commissariat of Food, Tsyurupa; Petrograd — to the Petrograd Food Committee, Chairman of the Provincial Soviet Department, Nakomov; Tambov — to the Provincial Food Commissioner Golman

Despite intensive work at the present [moment], we have not received a single car in fact; I consider it my duty to report that work amounts to nothing, workers are moving from station to station, [they] protest loudly against inactivity, there is grain, but there are no cars. The grain, numbering thousands of puds, is of significance for the hungry North. We request your assistance in supplying cars.

Receiver Gordeev
Extraordinary Commissioner of the Tambov Provincial Food Committee Sousov
