# Note to I. V. Stalin on the Reorganization of State Control

The note addressed to I. V. Stalin was drafted at the meeting of the Sovnarkom on April 3, 1919,* during the discussion of the reorganization of State Control, and it incorporates all of Lenin’s amendments to the decree as formulated in his preceding document.

♦NOTE TO I. V. STALIN ON THE REORGANIZATION OF STATE CONTROL.

In my view, the decree on Control should be supplemented with the following:
1) The establishment of central (and local) bodies for worker participation.
2) The statutory introduction of systematic participation by lay assessors drawn from the proletarian population, with mandatory representation of at least two-thirds women.
3) The immediate prioritization, as the most pressing tasks, of:
(a) ad hoc inspections in response to citizens’ complaints;
(b) the fight against bureaucratic delays; (c) revolutionary measures to combat abuses and bureaucratic inertia;
(d) special attention to enhancing labor productivity; and
(e) increasing the output of goods and commodities, and so forth.²
1) I. V. Stalin served as People’s Commissar of the RCP from March 1919 to May 1922.
2) In response to this note, Stalin wrote to Lenin—on the very same document, at its conclusion—: “These are questions of policy concerning the reorganized state control. I have no substantive objections to these provisions; on the contrary, they are absolutely necessary.” – Stalin.
