ON THE PROVISION OF BREAD TO RAILROAD
WORKERS

NOTES IN THE TEXT OF THE AGREEMENT BETWEEN NARKOMPROD AND NARKOMPUT

Until railroad workers are satisfied according to norms, the distribution of bread transported by newly formed trains shall be carried out in the following order and sequence: out of every 12 route trains dispatched from grain-producing gubernii according to plans, 4 trains are allocated for the needs of the army, 1 — for railroad workers, 2 — for Petrograd and Moscow, 2 — for railroad workers, and 3 for other categories of consumers.
[3. Grant the Central Food Committees the right to establish several through-route train compositions for the export of foodstuffs from grain-producing gubernii on the following grounds:
a) Locomotives and cars of these route trains must be repaired from among damaged stock and moreover during overtime hours without prejudice to current work of workshops and depots under obligatory control by the workers' inspectorate, with the assistance of Narkomput and its local organs.
b) The routing plans for these route trains are compiled by Narkomput jointly with Narkomprod.
c) Of the entire quantity of bread delivered by route trains formed in this manner, 50% must be transferred to Narkomprod and 50% to Prodput in accordance with and not exceeding the planned allocations, of which 25% is transferred to the railroad for the formation of route trains and the remaining 25% enters into general distribution for all railroads.]

DRAFT RESOLUTION OF THE COUNCIL OF LABOR AND DEFENSE.
Narkomput declares to the workers that the receipt of 25 pounds [of bread], according to precise calculations made, is absolutely guaranteed with the delivery of 6 million puds per month. It is possible to deliver considerably more. It is necessary to exert all efforts to increase the number of repaired locomotives. In addition, for the increase of labor productivity, bonuses are paid according to the norms of the All-Russian professional union.*
