The implementation took place from April to September 1919 in the train of the All-Russian Central Executive Committee (VTsIK) named "October Revolution." This trip, led by M. I. Kalinin, included representatives from all People's Commissariats.

The VTsIK decree "On the Release from Detention of Certain Categories of Arrested and Convicted Persons" was published in *Izvestia VTsIK* No. 88 on 26 April 1919.

3) To petition for the complete abolition of the mobilization of dairy cows, specifically because our population has only one dairy cow for every 8-10 people, and moreover, we are suffering from terrible epidemics of typhus, Spanish flu, and other diseases, and milk is the only product available for the sick. As for other products such as oil and fats, they are completely absent and cannot be obtained—
5) To petition for the sublation of the poll tax on middle and lower-middle peasants. ...
The extraordinary tax on peasants with an income above the average is illegal. Measures have been taken to alleviate the burden on the average peasants. A decree will be issued shortly.* But on the other issues, I will immediately query the People's Commissars, and you will receive a response.

NOTES ON THE REPORT OF THE COMMISSAR OF THE MOBILIZATION DEPARTMENT OF THE ALL-RUSSIAN GENERAL STAFF
12 June 1919; The struggle on all fronts requires a tremendous mobilization of the country's military power, necessitating the conscription of tens of thousands of farmers, removing them from the land, weakening the countryside, and depriving agriculture... For these reasons, the military department has taken the initiative to assist the countryside, supporting the families of Red Army soldiers fighting on the borders of Soviet Russia. ...
The most appropriate form of assistance would be collective, provided to communes and state farms through the artificial attraction of new forces that have not previously worked in agriculture. These forces currently consist of several rather numerous groups, which are being wasted entirely without purpose for the construction of the country.
Such groups include: first, students of the unified labor school at all three levels during the summer holidays; second,

persons held in concentration camps for minor offenses and crimes, insignificant in terms of the current state structure; fourth, all urban residents under the age of fifty who belong to the bourgeoisie class and do not live by their own labor; fifth, unemployed city dwellers and speculators, and finally, those individuals who themselves wish to move to the countryside for a period of no less than three years to work on the land...
If you agree with the proposed measure, a corresponding draft decree can be developed, in consultation with the People's Commissariats of Agriculture, Education, Internal Affairs, and Transportation, along with the All-Russian General Staff, for submission to the Sovnarkom.
