Residents were not timely notified that snow had to be cleared. They learned of this only when [officials] began going around apartments and waking people.

Residents were threatened with six months imprisonment if they did not go to work. But what happened?

Residents went to work, but implements were sufficient for only 1/3 of those who came, 1/10 had to stand and watch.

My opinion—one should not act so harshly and thoughtlessly, but rather in each house establish a labor roster for clearing snow in front of one's own house. This decision one could only welcome. If [people] continue to be driven from apartments in this manner, then robberies could occur. One of the participants in the work on the night of March 11–12.
