Comrades, I belong to the defenders of the candidacy of T. N. Pavlov. Pavlov, despite the fact that I have never had the opportunity to see him in practical work. I defend this candidacy, first of all, because I had to meet in Petrograd in 1917 with Mr. Pavlov among the most influential groups. Pavlov among the most influential groups of Petrograd workers, and I never heard that he [was] tainted by anything, and I never heard any accusations against Pavlov. The second, my basis is that a few weeks ago t. Ya. M. Sverdlov sent me his letter and asked me to pay attention to the work of t. Pavlov's work in Yeletsky district as exemplary, and we talked with him about how to utilize this work further.

These are my reasons, although the majority seem to join the list announced by Vol. Kamenev.

1 At a meeting of the Central Committee of the RCP(b) on March 20, 1919, N.N. Krestinsky and E.D. Stasova, after conversations with delegates to the VIII Congress of the RCP(b) from the Urals, Volga region, Petrograd and Moscow, proposed lists of candidates to the Central Committee for voting at the Congress. At the meeting of the Central Committee the lists were approved. Among 19 people was proposed delegate with a casting vote from the Orel organization D.N.Pavlov. The discussion took place at the eighth session of the VIII Congress of the RCP(b) on March 23, 1919. Pavlov was opposed by a delegate from the Vyatka organization, L.N.Stal, who stated that Pavlov did not show special organizational abilities in the Eletsk organization. Pavlov was not elected to the Central Committee.
