I have already had, asked, and ask the Presidium of the VTsIK to send an investigative commission.
1 Written on a telegram from I. A. Teodorovich, S. I. Gusev and K. K. Yurenev, sent to V. I. Lenin, I. T. Smilga and V. A. Avanesov, with a request to appoint such a commission from the center to investigate the improper actions of Soviet and Party workers in the Simbirsk province, which could reorganize the local authority on the spot.

EXCHANGE OF NOTES with N. N. KRESTINSKY 1
[Not earlier than March 26, 1919]
In my opinion, to compile in the bureau* of the Central Committee an appendix to the congress protocols, giving the quote exactly and an explanation.
*As in the manuscript.
