To the Presidium of the C.E.C.

I insistently request that an investigative commission be appointed.
The head of the Political Department of the Eastern Front, G. I. Teodorovich, and member of the Revolutionary Military Council of the Eastern Front, S. I. Gusev, wrote to Lenin on March 17, 1919, about peasant unrest in Simbirsk Gubernia. Pointing to incitement by the Left SRs, as well as a number of illegal actions by local authorities as the cause of the unrest, Teodorovich and Gusev considered it necessary ‘to form an investigative commission with representatives of the Central Committee and the C.E.C. to examine all Soviet and Party organizations in Simbirsk Gubernia’.
The note was written by Lenin on the telegram from Teodorovich and Gusev.
