ON THE REGULATION OF RELATIONS

BETWEEN THE ALL-RUSSIAN EXTRAORDINARY COMMISSION (VChK), THE RAILWAY EXTRAORDINARY COMMISSIONS (ZhChK) AND THE PEOPLE'S COMMISSARIAT OF RAILWAYS (NKPS)

Decree of the Council of Defence
28. II. 1919

For the regulation of relations between the VChK, the ZhChK and the NKPS, the following provisions are established:

Comrade Belyakov is seconded from the NKPS to the Transport Department of the VChK for permanent liaison and work.

The NKPS gives instructions along its line that all complaints against the Cheka are to be directed exclusively to Comrade Belyakov, member of the board of the NKPS.

It is made the duty of the Cheka to supervise the timely unloading of freight by unloading agencies and organisations and, in the event of failure to unload within the time limit set by the Cheka, to bring them to account.

Branches of the ZhChK are granted the right to use the railway telegraph for a fee, with strict liability for unnecessary use of the telegraph. A detailed instruction on the use of the telegraph and on methods of payment is issued by the People's Commissar of Railways and the Chairman of the VChK by agreement.

The former premises of the railway police are to be given over for the premises of the ZhChK, for which purpose the NKPS issues a special order. Concerning the eviction of military guards from these premises, Comrades Dzerzhinsky and Sklyansky are instructed to issue a joint instruction.

Supplies for the ZhChK are issued from the railway supply agencies, on a general basis.

As long as the state of war on the railways introduced by the Council of Defence continues, the district transport departments of the Cheka are granted the right to apply the supreme measure of punishment to persons convicted of bribery, of theft of freight and railway materials, and of systematic abuse of office by officials.

The proposed points were worked out by me at a conference on 28/II with Comrades Nevsky and Dzerzhinsky.

I request them to have it signed by all members of the Council of Defence, so that this extremely important agreement may be put into effect immediately.

In the event of serious disagreements, I request that a telephone message with the text of the amendment be sent to me immediately.
