1 In his report to the First Congress of the Comintern "On Bourgeois 
Democracy and the Dictatorship of the Proletariat," Lenin mentions a meeting 
of the resolutions commission that had been held on the eve, that is, 3 March 
1919, discussing the question of winning a communist majority in the Soviets 
of those countries where Soviet power had not yet triumphed. The note was 
written by Lenin, apparently during the commission's discussion of the question 
of the resolution for Lenin's forthcoming 4 March report on this theme.

If Khryashcheva2 lives far away and walks on foot, it is a pity for her.
When the opportunity arises and tactfully, explain to her that on days 
when there are no questions of statistics, she can leave earlier and even 
not come.

1 F. Grigoryev, delegate from Novgorod at the Ninth Congress of the RCP, 
inquired of Lenin in a note whether the Novgorod Provincial Committee could, 
given the absolute lack of funds, "receive a subsidy from the C.C., and if so, 
how much." Lenin wrote his reply in the text of Grigoryev's note.
