RESOLUTIONS OF THE COUNCIL OF DEFENCE.
28. II. 1919
To regulate the relationships between the V.Ch.K., the Zh.Ch.K. and the N.K.P.S., the following provisions are established:
Comrade Belyakov is assigned by the N.K.P.S. to the Transport Department of the V.Ch.K. for permanent liaison and work.
The N.K.P.S. shall issue instructions through its channels that all complaints against the Ch.K. be addressed exclusively to Belyakov, member of the Collegium of the N.K.P.S.
[To make it incumbent] It is made incumbent upon the Ch.K. to see that unloading agencies and organisations unload goods in good time and, if they fail to complete unloading within the period set by the Ch.K., to call them to account.
[Agents] Branches of the Zh.Ch.K. are granted the right to use the railway telegraph for payment, with strict liability for unnecessary use of the telegraph. Detailed instructions on the use of the telegraph and on methods of payment shall be issued by the People's Commissar for Railways and the Chairman of the V.Ch.K. by agreement.
Former premises of the [gendarmes] railway police are to be assigned for the premises of the Zh.Ch.K.; the N.K.P.S. shall issue a special order to this effect. Comrades Dzerzhinsky and Sklyansky are instructed to issue joint instructions on the eviction of the military guard from these premises.
Food supplies for the Zh.Ch.K. are to be issued by the railway food-supply agencies on the usual terms.
So long as martial law on the railways, introduced by the Council of Defence, remains in force, the district [Zh.Ch.K.] transport departments of the Ch.K. are granted the right to apply the supreme penalty to persons found guilty of bribe-taking, theft of goods and railway materials, and systematic misconduct by officials.

I had the proposed clauses adopted at the conference of 28/II with Comrades Nevsky* and Dzerzhinsky.
I ask that they be provided with the signatures of all members of the Council of Defence, so that this extremely important agreement may be put into effect immediately.
In the event of serious disagreements, please send me at once a telephone message with the text of the amendment.
